Shall the maximum annual tax rate for Equipment and Building purposes of Rock Creek Road District, County of Hancock, State of Illinois, be increased and established at .07 percent upon all the taxable property of said Road District at the value, as equalized or assessed by the Department of Revenue, instead of .035 percent, the present maximum tax rate otherwise applicable to the next taxes to be extended for said purposes?
